RATIONALE FOR THE PAN AFRICAN POLITICAL AND ETHICAL INSTITUTE OF CALIFORNIA
Public Policy Institutes have, as their primary mission, the creation and maintenance of an environment in which scholars and community activists can and do engage in provocative dialogues, intense discussions, and insightful research to produce knowledge, analyses, and compilations of data the public can use for its enhancement, whether political, economic, health-related, policy-specific  or some combination of each of them.  The Pan African Political Policy and Ethical Institute (PAPPEI) shares that tradition.

It is the raison d’etre  of PAPPEI to be the premier research and engagement entity in the state of California for issues that are germane to African American and African descendant involvement in the political, cultural and economic affairs of this state. PAPPEI is to be the clearinghouse of information about Black folk in California.
For most of its early life, PAPPEI intends to be associated with California State University, Northridge. PAPPEI’s mission is to insure:

  • 1. The public printing and dissemination of an annual Directory of Black Elected Officials in California.
  • 2. The continued advocacy for the establishment of a graduate leadership program in public policy analysis and diplomatic engagement, until that is established at CSUN or elsewhere.
  • 3. That there will be a reliable research and analysis unit always available in the state for up-to-date information on the Black population.
  • 4. That there will be the production of a quarterly Journal of California Black Politics and Economics, either on-line, hardcopy, or both, as a peer-reviewed periodical;  and that there will be the regular publication of occasional papers and a bi-monthly newsletter.
  • 5. That there will be a consistent set of preparatory courses, workshops, seminars and colloquia held to train youth into ethical leadership roles, including Assembly and Senate Fellowships and other such venues, and eventually a certificate program in Modern Public Policy Leadership.
